Licence amendments

1.

The Commission approves the applications to amend the broadcasting licences for the Category 2 specialty television services known as CTV NewsVu, CTV Newsnet Alberta, CTV Newsnet BC and CTV News Centre Nouvelles, by:

· changing their nature of service by adding program category 2b (long-form documentary), 5b (informal education/recreation and leisure), 6a (professional sports) and 6b (amateur sports); and

· adding the following article c):

The licensee shall not broadcast live coverage of sporting events.

CTV's nature of service provisions for all four services presently reads as follows:

The programming must be drawn exclusively from the following categories, as set out in Schedule I to the Specialty Services Regulations, 1990: 1, 2a, 3, 11, 12, 13 and 14.

The changes approved today bring the nature of service conditions of licence for CTV's Category 2 news services into agreement with those of similar services licensed to CHUM Limited and Craig Broadcast Systems Inc. The Commission notes that competition between Category 2 specialty services is consistent with its policy concerning such services.

3.

The Commission has taken into account the intervention filed in opposition to these applications by the Canadian Broadcasting Corporation as well as the licensee's reply.
