In Decision CRTC 2000-458, the Commission authorized an ownership structure for Travel TV consisting of a general partnership comprised of BCE Media Inc./TVA Group Inc.(51%) and CTV Televison Inc. (CTV) (49%). Following this change, Travel TV will be owned 100% by CTV as a new licence would be issued to CTV for the Travel TV undertaking.

Applications by STANDARD RADIO INC. (Standard) for licences to carry on transitional digital radio undertakings (DRU - as described in Public Notice CRTC 1995-184) in Montréal.

 

In Decision CRTC 2000-41 dated 11 February 2000, the Commission approved Standard's applications to carry on the above-mentioned transitional DRUs. The Commission's approval was subject to the condition that the facilities be in operation within 12 months of the date of the decision, i.e., by 11 February 2001. As well, in the event that the licensee was unable to commence operations before that date, it was required to apply to the Commission in writing to extend the deadline.

 

Since the licensee did not apply for an extension before the 12-month period expired, it must apply to the Commission for new licences to carry on transitional DRUs in Montréal.

 

Since there are no changes to the applications filed in 1999, the Commission accepts the licensee's 1999 applications as its current requests.

The licensee proposes to add an FM transmitter at Quebec City to offer the programming of CBM-FM Montreal Radio Two service.

 

The transmitter will operate on frequency 96.1 MHz (channel 241B) with an effective radiated power of 308 watts.

 

This application responds to Decision CRTC 2000-1 which states that the Commission expects that the CBC will extend its Radio Two service to at least:

 

- 50% of the English-language population of each province, within the first two years of the new licence term,

 

- 75% of the total English-language Canadian population, within the first two years of the new licence term,

 

- 75% of the English-language population of each province by the end of the licence term.

 

The addition of the transmitter will require an amendment to the licence of CBM-FM Montréal, the mother station.

G and M Business News Holdings Limited filed an application seeking authority to acquire the 50% partnership interest in Report on Business Television, a general partnership (ROBTv), beneficially owned by Global Communications Limited and currently under a trust arrangement with Mr. Albert Gnat, Q.C. as the trustee. G and M Business News Holdings Limited is also requesting the issuance of a new licence under the same terms and conditions.

 

G and M Business News Holdings Limited is a wholly-owned subsidiary of G and M Business News Limited. G and M Business News Limited holds the other 50% partnership interest in ROBTv. The Commission notes that approval of this application would result in Mr. Kenneth R. Thomson, who indirectly owns a 50% partnership interest in ROBTv through his ownership of all of the shares of G and M Business News Limited, indirectly owning a 100% interest in the partnership.

 

This transaction will result in the issuance of a new licence to G and M Business News Holdings Limited and G and M Business News Limited with a 50% partnership interest respectively.

This application responds to Decision CRTC 2000-2 which states that the Commission expects that the CBC will extend La Chaîne culturelle service to at least:

 

- 50% of the French-speaking population of each province by the end of the licence term,

 

- all the provincial capitals by the end of the licence term.
