Relief from the requirement to carry local radio signals

The Commission approves, by condition of licence, the application to amend the licence for the (MDS) radiocommunication distribution undertaking serving the above-noted localities in Quebec and Ontario, by maintaining the exemption from the requirement, under section 22 of the Broadcasting Distribution Regulations to carry all mandatory audio programming services.

Further, the Commission authorizes the licensee to distribute audio services on a discretionary basis. If it elects to do so, the licensee should ensure that it distributes a reasonable variety of audio signals that is designed to appeal to a diverse audience.

Among the reasons cited by Look in support of its application were the prohibitive costs associated with the distribution of local radio signals and the fact that they are readily available over the air.

Rogers Cable commented on Look's application, arguing that cable undertakings should be granted similar relief in the interests of competitive equity. The Commission acknowledges the licensee's reply to this intervention.
