Licence renewal for CKCK-TV and CICC-TV

1.

The Commission renews the licences for the following television programming undertakings and their transmitters. The licences will be subject to the terms, conditions of licence, commitments and expectations set out below, aswell as to those contained in Decision CRTC 2001-457:

· CKCK-TV Regina and its transmitters CKCK-TV-1 Colgate, CKCK-TV-2 Willow Bunch, CKMC-TV Swift Current, CKMC-TV-1 Golden Prairie, CKMJ-TV Marquis and CKTV-TV Fort Qu'Appelle, Saskatchewan; and

· CICC-TV Yorkton and its transmitters CICC-TV-2 Norquay, CICC-TV-3 Hudson Bay, CIWH-TV Wynyard, CIWH-TV-1 Humboldt, and CIEW-TV Carlyle Lake/Warmley, Saskatchewan.

Terms

The licences will be in effect from 1 September 2001 to 31 August 2008.

The Commission notes that this licensee is subject to the Employment Equity Act and therefore files reports concerning employment equity with Human Resources Development Canada.

Conditions of licence

In each broadcast year, starting with the year beginning 1 September 2003, the licensee shall caption 90% of all programming broadcast during the broadcast day, including 100% of all category 1 - News programming.

Conditions of licence for CKCK-TV

5.

The licensee shall allow Swift Current Telecasting Co. Ltd., licensee of CJFB-TV to delete local commercials carried on CKMC-TV Swift Current, and to substitute therefore any other commercials, including national, regional or chain operation advertisements. For the purpose of this condition, local commercial is defined as any commercial that is a non-advertising agency account.

The licensee shall not solicit advertising in Swift Current.

Expectation

7.

Until 1 September 2003, the Commission expects the licensee to, at a minimum, maintain the current level of closed captioning on CKCK-TV and CICC-TV.

Commitments

8.

The Commission notes the commitment that CKCK-TV will control $50,000 in annual program development funds, which will be made available to independent producers in its local market.

9.

The Commission also notes the licensee's commitment to broadcast a combined total of 15.5 hours of local programming to the communities served by CKCK-TV and CICC-TV, in each broadcast week.

10.

With respect to CICC-TV Yorkton, some 13 hours per week of the local programming will originate with CKCK-TV Regina. The licensee, however, made the further commitment to broadcast approximately 2.5 hours per week of separate, original programming directed to Yorkton.
