Decision CRTC 2001-239

Ottawa, 30 April 2001

Telemedia Radio Inc.
Hull, Quebec and Hawkesbury, Ontario 2000-2178-3

Application processed by Public Notice CRTC 2001-38 dated 21 March 2001

Approval of technical parameters

1.

The Commission approves the application to amend the technical parameters for the new FM transmitter at Hawkesbury, which rebroadcasts the signal of the French-language radio station CIMF-FM Hull, approved in Decision CRTC 2000-425. The transmitter will operate on the frequency 88.9 MHz (channel 205A), with an effective radiated power of 759 watts.

2.

In Decision CRTC 2000-245, the Commission licensed the new transmitter. However, the Commission did not approve the proposed frequency (107.7 MHz, channel 299A). Telemedia was directed to propose new parameters based on the use of a different frequency taking into account the zone of interference produced by CBF-FM Montréal and concerns with respect to the local radio market of Hawkesbury and region.

3.

The authority will be effective and the licence will be amended only at such time as:

  • the licensee confirms in writing that it is ready to begin operation of the transmitter. This must take place within 12 months of today's date. Any request for an extension to that deadline requires Commission approval and must be made in writing within that period.

  • the Department of Industry, having advised that the application is conditionally technically acceptable, has determined that there is no unacceptable interference with NAV/COM services and indicated that it will issue a broadcasting certificate (section 22(1) of the Broadcasting Act).

The Commission has noted the concerns expressed in the opposing interventions submitted by Radio Communautaire Cornwall-Alexandria and Radio Communautaire Prescott-Russell inc. and is satisfied with the applicant's response.
