Amendments to conditions of licence related to programming on CKWR-FM

1.

The Commission approves the application by Wired World Inc. to amend the licence for the Type B community radio programming undertaking CKWR-FM Kitchener. These amendments reflect the new Community radio policy set out in Public Notice CRTC 2000-13.

2.

Specifically, the Commission deletes the current conditions of licence that require the licensee to:

 

· broadcast, in any broadcast week, no more than 15% hit material.

 

· broadcast no more than 6 minutes of advertising in every hour of broadcast or no more than 8 minutes per hour during ethnic programs, and broadcast no more than an average of 4 minutes of advertising per hour up to a total of 504 minutes of advertising per week.

 

· ensure that no more than 65% of total music programming is from subcategory 21 (pop, rock and dance).

 

· ensure that at least 30% of total music programming is from category 3 (traditional and special interest).

Further, the Commission amends the licence by adding conditions that require the licensee to:

  · devote, during each broadcast week, a minimum of 20% of its musical selections to musical selections from content subcategories other than the Pop, rock and dance subcategory (content subcategory 21), as defined in Public Notice CRTC 2000-14, as amended from time to time.
 

· devote, during each broadcast week, a minimum of 5% of its musical selections to musical selections from Special Interest Music (content category 3), as defined in Public Notice CRTC 2000-14, as amended from time to time.

 

· devote, during each broadcast week, at least 25% of its programming to Spoken Word (content category 1) which is comprised of News (content subcategory 11) and Spoken Word - Other (content subcategory 12), with an emphasis on community-oriented spoken word, as defined in Public Notice CRTC 2000-14, as amended from time to time.

The Commission notes that a recent analysis of CKWR-FM's programming indicated that the station was operating in compliance with the terms of the Radio Regulations, 1986, its conditions of licence and the Commission's policies.

5.

The Commission did not receive any interventions with respect to this application.
