CRTC approves contribution exemption for administrative lines

The CRTC approves a contribution exemption for administrative and testing lines provided to Primus Canada by Bell Canada.

1.

By letter dated 22 August 2000, Primus Telecommunications Canada Inc. applied for a contribution exemption with respect to five administrative lines, to be effective the date of the application. Primus indicated that the lines would be used for testing and would not access Primus's (or any subsidiary's) long distance network.

By letter dated 18 September 2000, Bell Canada confirmed the above-mentioned circuits are assigned to Primus. Bell Canada submitted that the affidavit provided by Primus is deficient in that the Primus affidavit should state that no interexchange or local private lines are connected to the contribution exempt service to permit direct access to interexchange networks provided by Primus or any other affiliated or non-affiliated long distance network provider.

In light of the above, Bell Canada agreed with the request for an exemption, subject to the provision of a revised affidavit.

By letter dated 19 September 2000, Primus provided a revised affidavit reflecting the above-mentioned clarification requested by Bell Canada.

5.

The Commission approves Primus's application, effective the date of installation, for the above-mentioned administrative lines such that no contribution is payable.
