Order CRTC 2000-1078

Ottawa, 30 November 2000

CRTC approves with changes Northwestel's emergency alerting system

Reference: TN 734

1.

The Commission approves Northwestel Inc.'s request to introduce an emergency alerting system, subject to the following changes which were outlined in Northwestel's letter dated 11 October 2000:

  • Tier A rates under the 5-year payment option; and

  • Tier B rates at $6 per month per line.

2.

The Commission directs Northwestel to notify all existing emergency service users of the rates, terms and conditions of the approved Emergency Alerting System and the need for advance planning for any change to their existing systems.

3.

The proposed Fire Alert/conference system is a multi-station ringdown telephone conference circuit designed primarily for reporting fire emergencies but may be used for other emergency, community or municipal services.

4.

Currently, under its General Tariff - Item 1406.1 and Item 1406.2, Northwestel offers Wescom 931 Emergency Alerting System and Individual Type Reporting System, respectively. These services are no longer available to new customers or for expansion for existing customers.

5. Northwestel proposed to:
  • migrate the customers serviced under Individual Type Reporting System to the new tariff and offer expansion options when they request such expansion; and

  • replace the Wescom 931 Emergency Alerting System with this new service when customers serviced under the existing system request maintenance, replacement, expansion or when the system is no longer serviceable.

6.

Northwestel filed the application on 26 June 2000 to add Items 1406.3, 1406.4 and 1406.5 to its General Tariff.

7.

These revisions take effect on the date of this order.

8.

The Commission directs Northwestel to issue forthwith revised tariff pages to implement the changes indicated in paragraph 1 above.
