Order CRTC 2000-1004

Ottawa, 3 November 2000

  Depreciation life characteristics for 2000 approved for Télébec ltée

Reference: 8630-T5-05/00

The CRTC approves the depreciation life characteristics proposed by Télébec ltée for 10 accounts.

1.

On 20 June 2000, Télébec filed an application for approval of the depreciation life characteristics.

2.

As a result of these life characteristic changes, the Commission estimates the impact in depreciation expense for 2000 to be $2.6 million in the company's Utility segment.

3.

Télébec has indicated that the increase in depreciation expense will be for the most part recovered by a reduction in financial charges resulting from a decrease in capital expenditures.

4.

In Télébec 1999 final contribution rate approved, Order CRTC 2000-861 dated 19 September 2000, the Commission established a cap on Télébec's contribution rate for 2000 and beyond.

5.

The Commission believes that expense increases resulting from the changes in these depreciation life characteristics are not sufficient to cause the 2000 contribution rate to exceed the contribution rate for 1999.

6.

In light of the foregoing, the Commission:

a) approves the depreciation life characteristics listed in the attached table;

b) directs Télébec to advise the Commission when it has implemented or plans to implement the approved depreciation life characteristics at the same time it files its proposed final 2000 contribution requirement.
