On 23 December 1999, Bell Canada (Bell) filed an application for approval of revisions to General Tariff Items 70.2 and 675.1, to reflect a Winback and Additional Line Promotion from 7 February to 30 April 2000, whereby: a) customers who return to Bell from an alternate provider of local exchange service will obtain a $120 one-time credit for each business and/or Centrex voice local line; and b) the service connection charge for additional business lines or locals of small Centrex systems (those of 100 locals or less) ordered by existing customers will be waived in areas where sufficient and suitable facilities exist.

The Commission considers that the proposed Winback is a continuation, with revisions, of the promotion approved under Telecom Order CRTC 99-669, which expired on 31 December 1999. The combined enrollment and benefit periods of the Winback do not exceed 12 months.

In light of the foregoing, the Commission approves the application effective the date of this order.
