Working-Groups of the CRTC Interconnection Steering Committee (CISC) submitted consensus reports to the CISC Steering Committee (SC) (See Attachment 1). The reports were placed on the CRTC’s website. The SC parties confirmed the consensus reports and forwarded them to the Commission for consideration.

The Commission has reviewed the reports and approves the consensus reports noted in the attachment.

Consensus Report

Description

Consensus on Business & Systems Operational Requirements (RORE04B) submitted by the LNP Roll-Out Working-Group and adopted by the Steering Committee (SC) on 9 April 1999. The LNP Roll-Out WG participants have agreed to all the appropriate business and system operational procedures to allow for the commercial roll-out of Local Number Portability in Canada including the LNP order requirements, Trouble Reporting, and 9-1-1 Emergency Service requests.
Consensus on the Code of Conduct for Building Access (BIRE007a) submitted by the Building Access & Inside Wiring Working-Group (BIWG) and adopted by the SC on 9 April 1999. The Code of Conduct addresses the issues surrounding those circumstances where a LEC is denied access to a building to service its end-users. Also included in the Code of Conduct is a course of action to facilitate LEC access to the end-user.
Consensus on Billing and Collection Services Agreement (BCRE001C & BCCO001H) submitted by the Master Agreement Working-Group (MAWG) and adopted by the SC on 7 May 1999. The Billing and Collection Services Agreement is a commercially standard industry agreement for Billing and Collection Services.
Consensus on Billing and Collection Technical Guideline (BCRE002B & BCCO002H) submitted by the MAWG and adopted by the SC on 7 May 1999. This Billing and Collection Technical Guideline is an integral part of the Billing and Collection Services Agreement and defines the standard method of interface related to the exchange of telecommunications message information ("Eligible Services") between Service Providers and Billers.
Consensus on Authorization and Dispute Procedures for Customer Transfers between LECs (BPRE001a) submitted by the Business Process Working Group (BPWG) and adopted by the SC on 7 May 1999. The Business Process Sub-Working Group (BPSWG) has achieved consensus on the Customer Transfer Schedule to the Master Agreement for Local Interconnection. This Schedule documents authorization and dispute procedures for customer transfers between LECs.
Consensus on Industry Process Maps for Customer Migration (BPRE003a) submitted by the BPWG and adopted by the SC on 7 May 1999. The Industry Process Maps for Customer Migration (Version 6) provide a high-level view of recommended processes and information exchange between carriers and other parties for customer transfer between local service providers, initial subscription to new local service, and cancellation of local service. Carriers are expected to establish procedures and systems in accordance with the recommendations provided. This material will be updated as additional requirements are identified.
Consensus on Valid LNP Conflicts and LNP Conflict Resolution Process (BPRE004a) submitted by the BPWG and adopted by the SC on 7 May 1999. Under the existing NANC NPAC-SMS Specifications there are a number of different types of conflicts that can be initiated by the current LEC to block the initial attempt to port a working telephone number. This consensus defines under what circumstances a current LEC can initiate the various conflict types, and how conflicts will be resolved. Future revisions may be required.
Consensus on Data Interchange Format Code Specification DI103.1 (BPRE009b) submitted by the BPWG and adopted by the SC on 7 May 1999. This consensus report provides an industry standard record format for electronic data exchange of information in the C-LOG (version 4). It identifies and defines the data interchange requirements between LECs to order unbundled loops and local number portability in the local exchange environment. Future revisions may be required.
Consensus on Joint Build Facility (NTRE002b) submitted by the Network Working Group (NTWG) and adopted by the SC on 7 May 1999. This report addresses principles, construction/provisioning alternatives, capacity utilization and compensation related to Joint Build Facility between interconnecting LECs.
Consensus on Network & Forecast Information Exchange (NTRE003) submitted by the NTWG and adopted by the SC on 7 May 1999. This document specifies the format and process for the issuance of network information and forecast information to be exchanged between local exchange carriers for the purpose of establishing and maintaining an interconnection arrangement
Canadian Steering Committee on Numbering (CSCN) Agreement on LRN Selection Criteria (LRN SC 6May98) submitted by the CSCN and adopted by the SC on 7 May 1999. LRNs are 10 digit numbers that are assigned to network switching elements (Central Office - Host and Remotes as required) for routing of calls in the network. This agreement specifies the criteria for LRN selection. The criteria will be attached to the Canadian Central Office Code (NXX) Assignment Guidelines as appendix H.
Consensus on Inside Wire (Dis-) Connection Process (BIRE008a) submitted by the BIWG and approved by the SC on 9 July 1999. This consensus provides procedures for the installation and connection of unbundled local loops at the building owner/customer premises and the procedures related to inside wire when a LEC local loop is terminated at the demarcation point.
Consensus on Obligation of LNP Processing (NTRE004) submitted by the NTWG and approved by the SC on 9 July 1999. This consensus defines the obligation of the NPA-NXX Code Holder to perform LNP Processing in the event the N-1 carrier (i.e. IXC for toll calls and originating LEC/WSP for local calls) has not fulfilled its obligation of performing the LNP query.
Consensus on Network Operations Guidelines for Co-location (NORE014a and NOCO023L) submitted by the Network Operations Working-Group (NOWG) and approved by the SC on 9 July 1999. The NOWG developed an operations guideline to be used for co-location. This guideline relates to the installation and maintenance of both physical and virtual co-location types.
Consensus on Installation, Testing, and Maintenance Guidelines for Joint Build Facilities (NORE015a and NOCO028J) submitted by the NOWG and approved by the SC on 9 July 1999. The NOWG developed an operations guideline for Installation, testing, and maintenance of Joint Build Facilities.
Consensus on Test Plan for the Calling Name Conversion Facility (NORE018a and NOCO043B) submitted by the Network Operations Working-Group (NOWG) and approved by the SC on 9 July 1999. The NOWG developed a suitably comprehensive test plan to ensure the reliability of the proposed Calling Name Conversion Facility.
CSCN agreement on The Canadian Central Office Code (NXX) Assignment Guidelines (COCA GL.ZIP) submitted by the CSCN and adopted by the SC on 9 July 1999. The CSCN approved a new version of the Canadian Central Office Code (NXX) Assignment Guidelines that includes new Appendices regarding Aging of Disconnected Telephone Numbers (TNs) (Appendix I), and Reserved & Held TNs (Appendix J).
