Dear Sir or Madam:

Sub-Groups of the CRTC Interconnection Steering Committee (CISC) submitted consensus reports to the CISC Coordinating Committee (CC) (See Attachment 1). The reports were placed on the CRTC's website. The CC parties confirmed the consensus reports and forwarded them to the Commission for consideration.

The Commission has reviewed the reports and approves the consensus reports noted in the attachment.

Consensus Report

Description

Consensus on Basic Toll Interface Specification (TICO145b) and ISDN Call Control Specification (TICO131c) submitted by the Technical Interface Sub-Group (TISG) and adopted by the Coordinating Committee (CC) on 15 January 1999.

The TISG agreed on toll interface specification for basic calling in which an IXC carries the call between originating and terminating LECs.

The TISG also agreed on an Integrated Services Digital Network (ISDN) call control specification which provides basic call control for calls which either:

  • originate from a terminal which accesses the LEC network through an ISDN interface.
  • terminate to a terminal which accesses the LEC network through an ISDN interface.
  • similarly, originate from or terminate to terminals on a LEC circuit switched public data network (CSPDN).
Consensus on the Automatic Number Identification (ANI) I/II Digits for Pay Phone Identification (TIRE012) submitted by the Network Working-Group and adopted by the CC on 5 February 1999. An individual LEC network could choose to support either one or both of the ANI I/II (7 or 70) digit values to identify calls originating from a pay phone access line. In the case that the value "7" is used, the ANI line number must also be signaled to allow identification of originating line characteristics corresponding to that line number.
Consensus on Request Driven Rollout Process (RORE03B) and on Report on Financial Commitments (RORE05B) and on Proposal on an interim process for declaring an exchange portable (ROCO0410) submitted by the LNP Roll-Out Sub-Group (LNPSG) and adopted by CC on 15 January 1999. The LNPSG reached consensus for those exchanges not covered within the pre-determined LNP rollout, there will be a request-driven process. The intervals (under some conditions) will begin with receipt of the CLEC's letter of request, rather than with the completion of local network interconnection between the parties. Where possible, ILECs will make switches ready at an earlier date to allow network interoperability testing and verification to be conducted before the service ready date.
The parties agree that LNP will be provided within the following time frame:
  • Exchange served by a switch remote unit (for which the host switch is LNP-capable): 30 days
  • Exchange served by switches requiring only software upgrades: 90 days
  • Other configurations: 180 days

Consensus was also reached on the requirement for financial commitments in all situations that are likely to arise. Financial commitments will not be required of a CLEC as a condition of roll-out in the following situations:

  • for exchanges in which LNP implementation is scheduled in accordance with the pre-determined roll-out schedule;
  • for exchanges that the ILEC serves only with DMS-100 ,GTD-5, #5 ESS or other LNP-compliant switches (after March 31, 1999); and
  • for any other exchange, under the condition that the CLEC not have outstanding roll-out requests which require an ILEC to make more than two (2) major switch upgrades.

Notwithstanding the above, deposits may be required of a CLEC if the CLEC has requested LNP roll-out in a given exchange but has not made local service with LNP commercially available in that exchange within a reasonably short period after the agreed-upon service ready date. The ILEC will advise the CLEC at the time of the failure if, in the view of the ILEC, the CLEC has failed to meet this requirement.

Consensus on Interconnection /Trunks/Ordering/Data Elements (BORE001a) and /Trunks/Billing/Data Elements (BORE002a) submitted by the Billing and Ordering Sub-Group (BOSG) and adopted by CC on 15 January 1999. The BOSG reached a consensus on the Interconnection Request
(Abbreviated Access Service Request - AASR) Form Preparation Guide to be included as a section of the Canadian Local Ordering Guidelines (C-LOG). The ASSR contains specific administrative, billing, contact, circuit and location detail information required for the complete provisioning of the request.
Consensus on Industry Standard Service Intervals - Local Number Portability (LNP) (BORE003a) submitted by the BOSG and adopted by CC on 15 January 1999. The BOSG agreed on the standard service intervals for certain LNP activities:

1. Interval from receipt of Local Service Request (LSR) to completion of port for the first port of a number in a NXX: 5 business days
2. Interval from NPAC broadcast to completion of port for the first port of a number in a NXX: on or before the due date associated with the first port order
3. Interval from receipt of LSR to completion of port for subsequent ports of numbers in a NXX: 3 business days from receipt of valid LSR.

This consensus report applies to stand alone number porting. In the event a number is being ported and loop activity is requested, the longer interval of the two applies.


Consensus on Industry Standard Service Intervals - Connecting Trunks and CCS7 Links (BORE003b) submitted by the BOSG and adopted by CC on 15 January 1999.

The BOSG reached a consensus on Industry Standard Service Intervals - Connecting Trunks and CCS7 Links:

1. CCS7 Link Interval: the interval for provision of CCS7 links will be negotiated between interconnecting carriers on an Individual Case Basis
2. Interconnection Trunk Interval: 20 business days where facilities exist and 35 business days where facilities are required.

Since these were the final elements of Dispute BODI001 that remained to be resolved, the BOSG by reaching this consensus is closing the dispute.


Consensus on Notice of Billing Dispute/Minimum Billing Data Elements (BORE050a) submitted by the BOSG and adopted by CC on 15 January 1999. BOSG has identified the minimum required data elements to dispute a bill. The Notice of Billing Dispute Form has been completed and accepted by the SG. In addition, BOSG has defined the minimum data elements required for billing for local services.
Consensus on Adherence by Resellers to LEC Obligations Relating to 9-1-1, Message Relay Services (MRS) and Number Retention (CTRE006b) submitted by the Customer Transfer SG (CTSG) and adopted by CC on 30 January 1998. The CTSG reached a consensus that resellers should be required to release telephone numbers for porting where customers move to other providers.
Consensus on Pay Telephone Issues (ESRE020a) submitted by the Emergency Services (9-1-1) Sub-Group (ESSG) and adopted by the Coordinating Committee (CC) on 15 January 1999. The ESSG recommends that, for greater clarity, it be explicitly acknowledged that part (a) of paragraph 101 of Telecom Decision CRTC 98-8 places no onus on civic authorities to request that Competitive Pay Telephone Service Providers (CPTSPs) provide them with pay telephone location information, and that the onus rests instead with the CPTSPs to provide the specified information.
Consensus on Pre-determined Roll-Out Schedule/Criteria (RORE02d) submitted by the LNP Roll-Out Sub-Group (LNPSG) and adopted by CC on 26 February 1999.

The LNPSG noted that the scheduled date for the implementation of LNP in a given city (or its surrounding EAS/EFRC exchanges) may precede the development of local competition in that city. It was agreed that in this event, LNP implementation may be delayed by the ILEC until local competition materializes.

Consensus on Ordering and Billing Schedules to the MALI (BORE037c) submitted by the Billing and Ordering Sub-Group (BOSG), now operating within the Business Process Working Group, and adopted by CC on 26 February 1999. The BOSG reached a consensus on the Ordering and Billing schedules to the MALI. These schedules were part of the BOSG September 2, 1997 report to the Commission. The Master Agreement SG has completed their final review of the schedules and the revisions required have been completed. The most current revision of the original documents is contained in this report.
