Island Tel - Provincial 9-1-1 Service

1.The Commission has received an application from Island Telecom Inc. (Island Tel or the Company) dated 11 May 1999, for the approval of tariff revisions providing for the introduction of Provincial 9-1-1 Service.
2.In a letter dated 31 May 1999, Island Tel filed the associated Memorandum of Understanding between Island Tel and the Government of the Province of Prince Edward Island, the Royal Canadian Mounted Police L Division, the City of Charlottetown and the City of Summerside regarding implementation of the proposed service. The proposed agreement contains terms and conditions which define the responsibilities of the parties in the provision of Provincial 9-1-1 Service.
3.Rogers Cantel Inc. (Cantel), the Canadian Wireless Telecommunications Association (CWTA) and Clearnet Communications Inc. (Clearnet) filed comments with respect to Tariff Notice (TN) 533.
4.Island Tel filed its answer to the comments of Cantel and CWTA on 7 June 1999 and its answer to Clearnet's comments on 17 June 1999.
Procedure
5.The Commission hereby initiates a proceeding to consider Island Tel's application, including the Memorandum of Understanding, which may be examined at any of the Company's business offices or at the offices of the CRTC, Central Building, Les Terrasses de la Chaudière, 1 Promenade du Portage, Room G-5, Hull, Quebec, or Bank of Commerce Building, 1809 Barrington Street, Suite 1007, Halifax, Nova Scotia. A copy of Island Tel's application may be obtained by any interested person upon request directed to the Company at the address noted below.

7.The comments of Cantel, CWTA and Clearnet, and Island Tel's answers, will form part of the record of this proceeding.
8.By letter of 16 August 1999, the Commission has addressed interrogatories to Island Tel. The Company has been directed to file responses by 15 September 1999.
9.Interveners may file comments with the Commission, serving copies on Island Tel, by 30 September 1999.
10.Island Tel may file reply comments with the Commission, serving copies on interveners, by 15 October 1999.
11.In addition to hard copy filings, parties are encouraged to file with the Commission electronic versions of their submissions in accordance with the Commission's Interim Telecom Guidelines for the Handling of Machine-Readable Files, dated 30 November 1995. 12.When a document is required to be filed or served by a specific date, the document must be actually received, not merely sent, by that date.
13.In light of the comment period specified in this Public Notice, the Commission expects to issue a ruling with respect to Island Tel TN 533 and the associated Memorandum of Understanding during the month of December 1999.
