Transfer of control and shares |

1. The Commission announces that it has approved, by Letter of Authority A99-0110 dated 27 August 1999, a change to the ownership and control of Radio One Ltd. (Radio One) and Radio Atlantic (CIBX) Ltd. through the transfer of all of their issued and outstanding shares to Telemedia Communications Inc. (Telemedia). As a result, control of Radio One's subsidiaries, Radio Atlantic (1997) Ltd. and Carleton-Victoria Broadcasting Co. Ltd. is also transferred to Telemedia. These companies are the licensees of radio programming undertakings serving various locations in New Brunswick and Nova Scotia. Philippe de Gaspé Beaubien, a Canadian, will indirectly control all of these companies through Telemedia and its holding companies. |

2. In approving these applications, the Commission expects that local initiatives and local reflection will be strengthened by Telemedia's presence in the market. |
