On 31 August 1999, BC TEL filed an application under Tariff Notice (TN) 3990 for approval of a Centrex Winback Service Charge Waiver Promotion designed to increase the sale of Centrex station lines. BC TEL proposed to waive the service charges for Centrex line installations during the promotion period of 1 October 1999 to 27 January 2000. To be eligible for the proposed promotional offer, the customers must be obtaining service from an Alternate Provider of Local Services prior to enrolment.

1.The Commission notes that BC TEL currently has a Centrex Service Charge Waiver Promotion for new BC TEL Centrex Service customers which started on 4 January 1999 and was subsequently extended to 30 September 1999.

 

2.The Commission considers that the Centrex Winback Service Charge Waiver Promotion proposed under TN 3990 is targeted at essentially the same customer group as the current promotion - that is, new Centrex Service customers.

 

3.The Commission is of the view that the proposed combined enrolment period of the two promotions is too long. The Commission considers it appropriate that the total period not exceed 12 months.

 

4.In light of the above, BC TEL TN 3990 is approved with an enrolment period ending 4 January 2000.
