On 21 April 1999, Maritime Tel Tel Limited (MTT) filed an application for approval of tariff revisions to introduce Residential Service Packages under Tariff Notice (TN) 747, amended by TN 747A dated 7 May 1999 and TN 747B dated 18 May 1999. |

1.The proposed service consists of four separate packages that combine a residential line, various quantities of features depending on the package, and 30 minutes of Canada-Canada long distance calling. The fourth package also includes 150 hours of Internet access service. |

2.MTT stated that pursuant to Telecom Order CRTC 99-314, 1 April 1999, the proposed packages constitute a new bundled service offering. |
|
|
3.MTT submitted further that, for the purpose of the Price Cap regime, the proposed service packages are properly classified as uncapped services. MTT noted that each package contains only one capped service, the remaining service elements being uncapped, forborne or affiliate services; that subscribers have the option of subscribing to the capped service component on a separate basis; and that the imputation test demonstrates that the proposed service packages are not anti-competitive. |

4.The Commission considers that MTT's proposed Residential Service Packages are new bundled service offerings which should be classified in the uncapped services basket. |
|
|
5.The Commission is satisfied that, on the basis of the imputation test required by Local Competition, Telecom Decision CRTC 97-8, 1 May 1997, the proposed rates for Residential Service Packages are not anti-competitive. |

|
6.In light of the foregoing, the Commission orders that: |

The proposed tariff revisions are approved effective 9 June 1999. |
