Telecom Order CRTC 99-12

 

On 30 October 1998, Maritime Tel & Tel Limited (MT&T) filed an application for approval of tariff revisions to General Tariff Item 970, Small Business Network Service, to remove the three and five-year minimum service period Centrex line rates for the 1 - 7 line category and to reduce the one-year minimum service period rate to the existing five-year minimum service period rate.

1.MT&T stated that this proposal is intended to meet the Small Centrex customers' need for shorter contract periods and filed an imputation test in support of the proposed rate decrease.

 

2.On 20 November 1998, Networks Communications intervened stating, among other things, that the proposal, if approved, will provide MT&T with a predatory pricing scenario for the small business market place.

 

3.MT&T replied 4 December 1998.

 

4.In Local Competition, Telecom Decision CRTC 97-8, 1 May 1997, the Commission stated that it considered the imputation test to be an important competitive safeguard and directed the incumbent local exchange carriers to file imputation tests with applications proposing either explicit or implicit price decreases.

 

5.The Commission notes that the proposed rates meet the imputation test filed with Tariff Notice 729.

 

6.In light of the foregoing, the Commission orders that:

 

The proposed tariff revisions are approved effective 18 January 1999.
