  1. On 27 October 1999, TELUS Communications (B.C.) Inc. (TCBC) filed tariff revisions to introduce the Three-Feature Value Package. The package provides residence individual line exchange service customers, who have TCBC as their local exchange carrier and primary interexchange carrier at the time of billing, with the opportunity to subscribe to any combination of three SmartTouch services, with or without Call Answer, for a fixed monthly rate.
  2. The company proposed to treat the Three-Feature Value Package as an uncapped service. Thus, revenues for this service, which include residence individual line exchange service revenues, would be considered to be uncapped service revenues.
  3. The Commission considers the filing to be appropriate in principle. However, the Commission finds that the terms of the package need to be modified for clarity. As proposed, the tariff would allow the revenues from residential individual line exchange service customers who choose not to obtain the SmartTouch features to nevertheless be treated as uncapped revenues. The Commission considers that the service should only be treated as an uncapped service if customers subscribe to the entire three-feature package (line and features).
  4. In view of the foregoing, Tariff Notice 4010 is approved, with revised wording as follows to replace the first paragraph of Item 282.A:
  "The Three-Feature Value Package (the "package") provides residential customers who have the company as their local exchange carrier and primary interexchange carrier at the time of billing, with residence individual line exchange service and a choice of up to three of the services listed below. A different rate applies depending on whether the three services include or exclude Call Answer service."
