Thunder Bay Telephone – Revisions to directory assistance and automated directory assistance call completion services

1. On 23 September 1999, The Corporation of the City of Thunder Bay - Telephone Division (Thunder Bay Telephone) filed an application under Tariff Notice 85, for approval of tariff revisions to its automated directory assistance call completion (ADACC) and to its directory assistance (DA) services.

 

2. Under its application, Thunder Bay Telephone proposed revisions to its local directory assistance (LDA) and its long distance directory assistance (LDDA) services. Thunder Bay Telephone proposed to retain the existing rate of $0.75 for each call to both local DA and long distance DA but to remove the ADACC service charge and to include it as part of the LDA charge.

 

3. Thunder Bay Telephone also proposed to include some new exceptions and exemptions for LDA and LDDA services.

 

4. In particular, for LDA, Thunder Bay Telephone proposed to include as exemption-eligible requests situations where persons are employing relay service or where the request is made using 1-800-555-1212.

 

5. For LDDA, Thunder Bay Telephone proposed to include as exemption-eligible: (a) requests made in situations where persons are calling from a Public Telephone, Semi-Public Telephone, Hotel/Motel PBX Service, and Toll Telephones; (b) persons calling in situations where an emergency exists; (c) persons requesting listings omitted from the directory in accordance with the customer's request, or for listings that are not found; (d) persons employing relay service; and (e) where the request is made using 1-800-555-1212.

 

6. With regard to the integration of the ADACC into LDA at no charge, the Commission is of the view, consistent with Telecom Order CRTC 99-741 (Order 99-741), that ADACC is an optional service, the costs of which should be borne by those who use the service and not by the general body of DA users. Accordingly, the Commission denies the proposal by Thunder Bay Telephone to integrate ADACC into DA at no charge.

 

7. With respect to the inclusion of the exemptions proposed from DA charges cited above, the Commission finds Thunder Bay Telephone's proposal to be appropriate.

 

8. The Commission directs Thunder Bay Telephone to issue revised tariff pages reflecting the decisions set out in this order.
