Authorization to alter the signal of The Sports Network as part of a market research project on advertising effectiveness
1. The Commission approves the application by Shaw Cablesystems Ltd. (Shaw) to amend the broadcasting licence of the cable distribution undertaking serving the above-noted localities by authorizing the licensee to alter the signal of The Sports Network (TSN) in order to broadcast certain commercials or public service announcements.
2. The Commission has previously authorized Shaw to alter a number of signals on this cable undertaking to allow the licensee to participate in market research projects initiated by Shaw, PEAC Media Research Inc. (PEAC) and local broadcasters to study advertising effectiveness. Shaw is now requesting authority to alter the signal of TSN for the same purpose. TSN has granted permission to PEAC to carry out commercial substitution, through its own facilities at Shaw’s premises, on behalf of television advertisers.
3. The Commission relieves the licensee, by condition of licence, of the requirement of section 7(a) of the Broadcasting Distribution Regulations that states, in part, that a licensee shall not alter or delete a programming service in the course of its distribution.
