Public Notice

  Ottawa, 10 September 1998
  Public Notice CRTC 1998-95
The Commission has received the following applications:
  1. ACROSS CANADA
Application (199804836) by the CANADIAN BROADCASTING CORPORATION (CBC):
  a) to amend condition of licence No. 11 of le Réseau de l'information (RDI), its French-language information speciality network, to add simultaneous distribution of RDI programming, on Saturday and Sunday, from 12:00 p.m. to 12:30 p.m.
  b) to amend the wording of subsection (2) of condition of licence No. 11 in order to avoid being too descriptive of the programming involved, since some characteristics such as the title and length of the original program may change over the course of time.
Background on the condition of licence
This condition of licence was established in order to ensure that RDI would not be funded by Parliamentary appropriations.
This condition of licence is similar to that imposed on Newsworld in Decision 92-529 at its licence renewal to address concerns about cross-subsidization and to ensure that Newsworld would not be funded by Parliamentary appropriations.
The same condition of licence was imposed on the Corporation when its French-language News Specialty Service (Decision 94-285) was approved.
Subsection (2) of condition of licence 11 currently specifies that:
"(2) Notwithstanding subsection (1), the licensee may engage in the simultaneous distribution of a maximum of two hours of the five-hour weekday news program entitled "Ce matin"."
The licensee proposes the following wording:
  (2) Notwithstanding subsection (1), the licensee may engage in the simultaneous distribution on the CBC French-language Television Network or any CBC-owned-and-operated or affiliated undertakings of a maximum of two (2) hours of a news program on Monday to Friday from 7 to 9 a.m., Eastern Time; and of a maximum of thirty (30) minutes of a news program on Saturday and Sunday from 12:00 to 12:30, Eastern Time.

  2. CORNWALL, Ontario
Application (199804266) by TRI-CO BROADCASTING LIMITED, P.O. Box 969, 237 Water Street East, Cornwall, Ontario, K6H 5V1, to amend the broadcasting licence of the (radio) programming undertaking CFLG-FM Cornwall by increasing the effective radiated power from 9,500 to 30,000 watts.
The licensee states that this change is necessary as the current power does not satisfactorily serve all communities within the CFLG-FM service area.

Cornwall, Ontario
  3. KINGSTON, Ontario
Application (199802476) by POWER BROADCASTING INC., 751 Victoria Square, Montréal, Quebec, H4Z 2J3, to amend the broadcasting licence of the (television) programming undertaking CKWS-TV Kingston, by decreasing the effective radiated power from 164,000 to 162,000 watts.
The applicant states that this change is due to the reconstruction of the CKWS-TV transmitting facility following the loss of the main broadcast tower during the January 1998 ice storm.
The applicant further states that due to the proposed higher placement of the transmitting antenna on the new tower, there will be a slight increase in the station's authorized coverage contours.
  Examination of application:

170 Queen Street
Kingston, Ontario
  4. PETERBOROUGH, Ontario
Application (199716198) by the CANADIAN BROADCASTING CORPORATION to amend the broadcasting licence of the (radio) programming undertaking CBLA-FM Toronto, Ontario by changing the authorized frequency of CBCP-FM Peterborough from 93.5 MHz (channel 228B) to 98.7 MHz (channel 254B) and by decreasing the effective radiated power from 10,400 to 10,170 watts.
It would appear that the coverage area will not be materially different as a result of this change.
