  3.  PROVINCE OF ALBERTA
  Application (199716461) by LEARNING AND SKILLS TELEVISION OF ALBERTA LIMITED to amend the broadcasting licence of the English-language satellite to cable programming television service responsible for delivering educational programming throughout the Province of Alberta by amending condition of licence #10 which reads as follows:
  "10. The licensee shall not
  (a)  broadcast more than 6 minutes of advertising material in any clock hour in a broadcast day; or
  (b)  broadcast more than 501 minutes of advertising material in a broadcast week, exclusive of commercial messages described in condition 9(a) above."
  Learning and Skills Television of Alberta Limited is seeking to amend the above condition of licence to be able to distribute 12 minutes of advertising material during each clock hour rather than 6 minutes. The amended condition of licence would read as follows:
  "10.  The licensee shall not broadcast more than 12 minutes of advertising material in any clock hour in a broadcast day."

In the event that the application is brought to the oral phase of a hearing it would be helpful to the Commission if you would provide reasons why your written comments are not sufficient and an appearance is necessary;
