  CALL FOR COMMENTS ON THE COMMISSION'S POLICY AGAINST THE DISTRIBUTION OF FREE PREVIEWS OF PAY TELEVISION AND SPECIALTY PROGRAMMING DURING MAJOR NATIONAL BROADCASTING RATING PERIODS
  The Commission has received the following applications:
  1.  ACROSS CANADA
  Application (199716701) by the CANADIAN SATELLITE COMMUNICATIONS INC., PELMOREX RADIO INC. and WESTCOM RADIO GROUP LTD., partners in CWP Partnership, a general partnership, to extend to 20 December 1998, the implementation date for the pay audio programming undertaking known as "Allegro".

  2.  ACROSS CANADA
  Application (199800660) by MUSIQUEPLUS INC., 355 Ste-Catherine Street West, Montréal, Quebec, H3B 1A5, to amend the broadcasting licence of the national specialty programming undertaking Musimax, by adding a new condition of licence with respect to the definitions of "broadcast day" and "broadcast week".
  The condition of licence will read as follows:
  14.  For the purposes of these conditions the following definition apply:
  " broadcast day" means a 24 hour period beginning at 00:00:01 hour; and
  " broadcast week" means seven consecutive broadcast days beginning on a Friday.
  In accordance with the new condition of licence, the definitions of "broadcast day" and "broadcast week" which are in the annex of CRTC Decision 96-614 do not apply anymore.

  3.  SAINTE-ÉMILIE-DE-L'ÉNERGIE, Quebec
  Application (199716586) by REGIONAL CABLESYSTEMS INC., 1730 Marie-Victorin Boulevard, Suite 201, Longueuil, Quebec, J4G 1A5:
  a)  to amend the broadcasting licence of the (cable) distribution undertaking serving Sainte-Émilie-de-l'Énergie, by adding a condition of licence, to be relieved of the requirement to distribute the priority regional signal CIVC-TV (STQ) Trois-Rivières, Quebec, pursuant to paragraph 32(1)(b) of the Broadcasting Distribution Regulations. The licensee proposes to distribute instead, on the basic service, the signal of CIVM-TV (STQ) Montréal, Quebec, received via fibre optic from Saint-Félix-de-Valois, Quebec; and
  b)  to be authorized to distribute, on the basic service of its (cable) distribution undertaking serving Sainte-Émilie-de-l'Énergie, CFTU-TV (IND), CKMI-TV-1 (GLOBAL) Montréal, Quebec, WVNY (ABC) Burlington, Vermont, WCFE-TV (PBS) and WPTZ (NBC) Plattsburgh, New York, received via fibre optic from Saint-Félix-de-Valois.
  The licensee also proposes to delete the local head end of the Sainte-Émilie-de- l'Énergie undertaking. This undertaking will now be interconnected, via fibre optic, to the (cable) distribution undertaking serving Saint-Félix-de-Valois, also owned by Regional Cablesystems Inc.

In the event that the application is brought to the oral phase of the hearing it would be helpful to the Commission if you provide reasons why your written comments are not sufficient and an appearance is necessary;
  Your intervention will be considered by the Commission, and will form part of the public record of the proceeding without further notification to you, provided the procedure set out above has been followed. You will be contacted only if your submission raises procedural questions.
