Telecom Order CRTC 98-687
On 27 May 1998, Northwestel Inc. (Northwestel) filed an application under Tariff Notice 661 for the introduction of a High Speed Line Enhancement Market Trial.

1.The proposed tariff pages stipulate that in order for an Internet Service Provider (ISP) to participate in the trial it must bundle applications such as electronic mail, news, and local content with the service.
2.The Commission is of the view that it is inappropriate for Northwestel to control the content of the service without receiving prior approval under section 36 of the Telecommunications Act.
3.The application is granted approval, effective the date of this Order, subject to the removal of the above noted condition from the proposed tariff pages.
