By letter dated 12 February 1998, Westel Telecommunications Ltd. (Westel) applied for an exemption from contribution charges for certain business lines which it uses for administrative purposes. Westel provided an affidavit dated 12 February 1998 affirming that the business lines are used solely for administrative purposes, are pre-selected to Westel, are stand-alone in nature, and are not directly connected to Westel's or any other carrier's interexchange network.

1. By letter dated 19 February 1998, BC TEL stated that it has reviewed the telephone numbers provided in the attachment to Westel's application and confirmed that the numbers are pre-subscribed. BC TEL stated that of the 46 numbers identified, 39 numbers are individual business lines, six numbers are associated with small multi-line systems and one number is no longer in service. BC TEL stated that given the scope of Westel's operations, it believed that the number of services used by Westel appeared reasonable.
2. BC TEL submitted that the business lines identified by Westel are unlikely to be used for purposes other than administration and, therefore, that Westel should be granted an exemption from contribution for these business lines. BC TEL stated that under the circumstances, it does not object to such an exemption being effective 1 January 1998.
3. BC TEL noted that with regard to Westel's proposal for a process for ordering additional exempt circuits without the requirements for further applications for exemption from contribution, such a process was put in place in Applications for Contribution Exemptions, Telecom Decision CRTC 93-2, 1 April 1993 (Decision 93-2).
4. The Commission is of the view that Westel has met the evidentiary requirements for an exemption and notes that BC TEL has agreed.
5. The Commission agrees with BC TEL that, with regard to Westel's proposal for a process for ordering additional exempt circuits without the requirements for further applications for exemption from contribution, such a process was put in place in Decision 93-2.
6. In light of the above, Westel's application is approved effective the date of installation, pursuant to Effective Date of Contribution Exemptions, Telecom Public Notice CRTC 95-26, 12 June 1995.
