On 30 September 1997, Northern Telephone Limited (Northern) filed an application for approval of General Tariff revisions pursuant to the Commission's letter of 11 August 1997, pertaining to the following bill management tools: toll restriction, the late payment charge and a six-month instalment payment plan for connection charges.

1. The Commission notes that, in Local Service Pricing Options, Telecom Decision CRTC 96-10, 15 November 1996 (Decision 96-10), it directed the Stentor member companies to file proposed tariffs providing all residential customers with the opportunity to spread any payment associated with connection charges over a period of up to six months. The Decision also specified that the monthly payment should be based on the amount owed divided by the number of months over which the payment is deferred, plus applicable interest on the unpaid balance of the instalment plan based on the late payment charges applicable under the member company's tariffs.
2. The Commission finds that the instalment payment plan proposed by Northern is not consistent with its directives outlined in the 11 August 1997 letter, notably, to file tariffs that are consistent with the bill management provisions of Decision 96-10.
3. In light of the foregoing, the Commission orders that:
4. The proposed tariff revisions are approved with the following modifications:
(a) Items 1.07 (a) and (c) are to be deleted.
(b) Item 1.07 (f) is to be modified to be consistent with the provisions of Decision 96-10 outlined in paragraph 1 above.
5. Northern is to issue revised tariff pages within 10 days of the date of issuance of this Order.
