By letter dated 19 October 1998, Telephone Savings Network Ltd. (TelSN) sought an exemption from contribution charges with respect to Megalink services provided by Bell Canada (Bell) in the 519-254 exchange.

1.In support of its application, TelSN provided an affidavit dated 19 October 1998, affirming that the interconnecting circuits are used solely for administrative purposes and confirming that they are not connected to local or interexchange private line facilities and are not used to route multiple-hop administrative calls.
2.By letter dated 2 November 1998, Bell stated that it has reviewed its records with respect to the facilities identified in the affidavit and noted that the services correspond to its records. Bell stated that it also reviewed the affidavit and noted that it appeared to satisfy the evidentiary requirements for such exemptions.
3.Bell noted that TelSN has requested that its exemption be effective the date of installation, 19 March 1998. Bell submitted that the approval of a retroactive effective date for such administrative exemptions is consistent with the guidelines established by the Commission in Effective Date of Contribution Exemptions, Telecom Public Notice CRTC 95-26 dated 12 June 1995. Accordingly, Bell stated that it agreed with the requested exemption for administrative use.
4.The Commission is of the view that TelSN has provided an affidavit that satisfies its evidentiary requirements for exemptions for administrative circuits.
5.In light of the foregoing, TelSN's application is approved effective the date of installation (19 March 1998).
