On 6 October 1998, Maritime Tel & Tel Limited filed Tariff Notice 721 proposing revisions to the company's Centrex Business Service tariff that would restructure the rates for large Centrex service in Rate Band C.

1.The company stated that, in response to customer pressure, it is proposing to simplify its large Centrex rate structure in Rate Band C by eliminating the distinctions between multi-wire centre and single-wire centre and between Analog and Digital services. To accomplish this, the company proposed to upgrade all existing large Centrex customers to the multi-wire centre Digital service level but the proposed rates would be those for the existing Analog single-wire centre service.
2.The company acknowledged that in Rate Band C the existing rates for single-wire centre Analog Centrex service are currently below cost.
3.The Commission notes that the proposal represents a rate decrease and that the company did not file an imputation test as required for a proposed rate decrease.
4.The Commission considers that the proposed rates would not pass an imputation test.
5.The Commission therefore denies the proposal outlined in Tariff Notice 721.
