Decision
CRTC 98-59

Ottawa, 24 February 1998

Rivière-du-Loup, Baie-Comeau, Forestville and Sept-Îles, Quebec – 199704300 – 199704317 – 199704169

Licence amendments

Following Public Notice CRTC 1997-122 dated 30 September 1997, the Commission approves the applications to amend the broadcasting licence for the radiocommunication distribution undertaking CFTF-TV Rivière-du-Loup, by adding transmitters as follows:

Location
Channel
Effective radiated power
Baie-Comeau
9
940 watts
Forestville
4
1,100 watts
Sept-Îles
7
860 watts

The Commission notes that the addition of these transmitters will enable the population of those communities, which make up almost 85% of the total population of the North Shore, to have free, direct access to CFTF-TV, which distributes the programming of the Télévision Quatre-Saisons network.

The Commission acknowledges the intervention submitted by Radio Port Cartier inc., licensee of CHLC-FM Baie Comeau, and 9022-6242 Québec inc. licensee of CFRP Forestville, requesting that the applicant make a commitment not to solicit advertising in the subject markets. In its reply, Télévision MBS inc. confirmed that, as outlined in its application, it would not solicit local advertising.

This authority will only be effective and the licence will only be amended at such time as construction of the transmitters is completed and they are prepared to commence operation. If construction is not completed within twelve months of the date of this decision, or, where the applicant applies to the Commission within this period and satisfies the Commission that it cannot complete construction and commence operation before the expiry of this period, and that an extension of time is in the public interest, within such further periods of time as are approved in writing by the Commission, the licence will not be amended. The applicant is required to advise the Commission (before the expiry of the twelve-month period or any extension thereof) in writing, once it has completed construction and is prepared to commence operation of the transmitters.

This decision is to be appended to the licence.
