New radio network

1. Following a Public Hearing in the National Capital Region beginning on 16 February 1998, the Commission approves the application by Rabbi Zalman Zirkind for an English-language television network for the purpose of broadcasting, to cable distribution undertakings, the annual "L'Chaim to Life" Telethon. The telethon is held around September-October each year and broadcasts during a single 8 p.m. to 2 a.m. time period (eastern standard time).

2. The Commission will issue a network licence expiring 31 December 2004. This licence will be subject to the conditions specified in this decision and in the licence to be issued.

3. It is a condition of licence that the authority granted herein be limited to the broadcasting of the "L'Chaim to Life" Telethon.

4. The Commission notes that programming will consist of benefit performances in areas such as music, dance and comedy. Canadian programming will consist of updates or program inserts scheduled throughout the telethon. No commercial messages will be broadcast.

5. The applicant will distribute the telethon, at the option of cable licensees, on a national basis.

This decision is to be appended to the licence.
