Application (199613097) by BMC CABLEVISION CO. LIMITED, P.O. Box 16, Musgravetown, Newfoundland, A0C 1Z0, to change the authorized service area of the (cable) distribution undertaking serving Musgravetown, by excluding areas surrounding the community of Brooklyn and a small area towards Morley's Siding, Newfoundland.

2.  COVEY HILL AND SURROUNDING AREAS, Quebec
Application (199607892) by CABLEVISION HSL-SDM INC., 8285 Pelletier Boulevard, Brossard, Quebec, J4X 1P6, to amend the broadcasting licence of the (radiocommunication) distribution undertaking serving Covey Hill and surrounding areas, as follows:
-  by deleting the authorized distribution of the signals of WCAX-TV (CBS) Burlington, Vermont, WPTZ-TV (NBC) Plattsburgh, New York, WTBS (IND) Atlanta, Georgia, The Movie Network (First Choice) and by adding the signals of RDI, Le Canal D, Le Canal Famille, The Sports Network (TSN) and Arts & Entertainment (A&E). The licensee proposes to share the channel of the Electronic Bulletin Board with the Canal Famille service which ceases all programming at 7:00 p.m. every day;
-  by being relieved of the requirement to distribute the extra-regional station CFTU-TV (IND) Montréal, Quebec, received off air;
-  by increasing the effective isotropic radiated power (EIRP) from 48.8 to 71.6 watts which changes the coverage area of the undertaking by extending it to the northeast for a distance of approximately 12 kilometres; and
-  by deleting the condition of licence requiring that the licensee not solicit or accept subscriptions inside the authorized service area of other subscription-based distribution undertakings.

The licensee distributes CBFT (SRC) Montréal, Quebec, received via satellite, on the basic band. Since the signal CBVT-2 (SRC) La Tuque is a transmitter of CBFT (SRC) Montréal, the programming is identical.

-  by deleting the authorized distribution of the signals of WTBS (IND) Atlanta, Georgia, The Sports Network (TSN), YTV and New Country Network (NCN) and by adding the signals of RDI, Le Canal D, Discovery and Arts & Entertainment (A&E);
-  by increasing the effective isotropic radiated power (EIRP) from 54.5 to 72.6 watts which changes the coverage area of the undertaking, by shifting it to the northwest for a distance of approximately 10 kilometres;
-  by deleting the condition of licence requiring that the licensee not solicit or accept subscriptions inside the authorized service area of other subscription-based distribution undertakings; and
-  by relocating the antenna site with the following coordinates:
48° 06'38"N and 69°01'21"O.

In the event that the application is brought to the oral phase of the hearing it would be helpful to the Commission if you provide reasons why your written comments are not sufficient and an appearance is necessary;
