Telecom Order CRTC 97-974
On 6 May 1997, Stentor Resource Centre Inc. (Stentor) filed, on behalf of and with the concurrence of the Stentor Operating Companies, Tarif Notice 465, amended by Tarif Notice 465A dated 14 May 1997, proposing changes to the National Services Tariff for VideoRoute.

1. Stentor proposed revisions to the discount options for domestic and cross-border service providing for new usage commitment levels and discounts at these levels and also proposed additional discount options for two and three year commitments.
2. Stentor also proposed to grandfather the current discount options.
3. In addition Stentor proposed the introduction of a new discount plan associated with high levels of billable charges for multiple services for customers with annual billable charges in excess of five million dollars for message toll service, inter-exchange VideoRoute and inter-exchange Megaplan service.
4. Comments were received from Dome Productions Inc. (Dome) and Fifth Dimension Communications (Fifth Dimension).
5. Dome claimed that the proposed discount plan associated with the high levels of billable multiple services usage would provide an undue preference to one Stentor VideoRoute customer and exclude other existing or new VideoRoute customers. Fifth Dimension also objected to the proposed new discount structure which provided a new discount for commitments to very high levels of use. Fifth Dimension claimed that this proposed new discount would split the market or even eliminate reseller competition.
6. Stentor responded that the proposed discounts levels are not discriminatory and are available to all customers who qualify for the discount option. Stentor also stated that the proposed discount levels would provide increased arbitrage potential to resellers of the service.
7. The Commission is of the view that Stentor has satisfactorily addressed the comments of the interveners.
8. In light of the foregoing, Tariff Notices 465 and 465A are approved.
