IN THE MATTER OF an application by Québec-Téléphone under Tariff Notice 143 (TN 143) dated 13 December 1996, for approval of tariff revisions providing for both a new name and a new rate structure for its Between Friends service.
WHEREAS the imputation test filed in support of TN 143 was performed using estimated 1997 contribution charges;
WHEREAS, in Telecom Order CRTC 95-569 dated 18 May 1995, the Commission required that toll rate reductions or new toll services approved since Telecom Decision CRTC 94-19 continue to pass the imputation test using the contribution charges that are then in effect;
WHEREAS the contribution rates now in effect for Québec-Téléphone were established by Telecom Order CRTC 95-558 dated 11 May 1995;
WHEREAS the Commission considers that the imputation test filed in support of this application is not met when current contribution rates are used;
WHEREAS the Commission would be prepared to consider an application of this type when the requirements of the imputation test can be shown to be satisfied using contribution rates that are then in effect;
WHEREAS the Commission notes that Québec-Téléphone is not yet able to develop Phase II incremental costs for this type of service; and
WHEREAS Québec-Téléphone, in its imputation test methodology filed on 11 November 1996, stated that it intends to develop the necessary per minute costing by 1 January 1998 -
IT IS HEREBY ORDERED THAT:
The proposed tariff revisions submitted by Québec-Téléphone under TN 143 are denied.
