IN THE MATTER OF an application by BC TEL under Tariff Notice 3552 dated 25 November 1996, for approval of tariff revisions regrouping the Richmond exchange from Rate Group H to Rate Group I, and from Rate Group 16 to Rate Group 17.
WHEREAS BC TEL’s telephone exchanges are classified, for rating purposes, into various rate groups according to the total access line count in use in the local calling area of each exchange;
WHEREAS this method of establishing rates for local exchange telephone service is based on the principle that the value of service to the user increases with an increase in the number of access lines that can be called without paying long distance charges;
WHEREAS this method of establishing rates also ensures that subscribers in exchanges of approximately the same size, according to access line count, pay the same rates and thus enables the company to comply with the terms of subsection 27(2) of the Telecommunications Act, which prohibits unjust discrimination or undue preference as between groups of subscribers;
WHEREAS by an application dated 25 November 1996, BC TEL requested approval of tariff revisions regrouping the Richmond exchange from Rate Groupe H to Rate Group I, and from Rate Group 16 to Rate Group 17;
WHEREAS such regrouping does not involve any change in the rates charged for either rate grouping;
WHEREAS the total access line count, for rate grouping purposes, of the Richmond exchange has exceeded the upper limits of the rate group classifications by more than one percent (1%) for two consecutive months;
WHEREAS the company has conformed to the conditions stipulated in Telecom Order CRTC 79-388 dated 19 September 1979, as amended by Telecom Orders CRTC 85-577 dated 20 September 1985, and 94-372 dated 14 April 1994, in respect of telephone exchange rate grouping in the company’s service area; and
WHEREAS such rate grouping changes are in conformity with subsection 27(2) of the Telecommunications Act -
IT IS HEREBY ORDERED THAT:
The proposed tariff revisions submitted by BC TEL under Tariff Notice 3552, to become effective on 25 January 1997, are approved.
