Telecom Order CRTC 97-693
The Commission received from Metro Access Ltd. (Metro Access) an application dated 12 November 1996, for an exemption from contribution for circuits used for the provision of single-hop and double-hop Centrex services in Toronto, Oakville, Brampton, Schomberg, Oak Ridges and Ajax.

1. In support of its application, Metro Access provided an affidavit affirming that the service configuration used by Metro Access involves the use of customer-provided and maintained equipment that is programmed to classify and route calls as a single-hop or double-hop.
2. The Commission granted, in Telecom Order CRTC 97-168 dated 11 February 1997 (Order 97-168), an interim exemption from contribution effective the date of application with final approval subject to receipt of a technical audit for all sites within 60 days of the date of this Order.
3. By letter dated 11 April 1997, Metro Access provided the technical audit of its network configuration providing a full description of its single-hop and double-hop services.
4. By letter dated 23 April 1997, Bell Canada (Bell) noted that the technical audit provided by Metro Access, filed in accordance with Order 97-168, confirms the operation of the systems and separation of single-hop and double-hop calls.
5. Bell further noted that the Metro Access auditor identified that ongoing internal control procedures have been implemented, and that archive logs of all calls are maintained by Metro Access. Accordingly, Bell agreed that the technical audit satisfies the Commission's evidentiary requirements for an exemption from contribution charges.
6. The Commission notes that the technical audit provided by Metro Access confirms the operation of all systems and the separation of single-hop and double-hop calls.
7. The Commission finds that Metro Access' application meets the Commission's evidentiary requirements set out in Order 97-168.
8. In light of the foregoing, the Commission orders that:
Metro Access' application for single-hop Centrex service is approved on a final basis effective the date of the application, 12 November 1996.
