On 5 December 1997, the Canadian Alliance of Publicly-Owned Telecommunications Systems (CAPTS), on behalf of The Corporation of the City of Thunder Bay - Telephone Division (Thunder Bay Telephone), Bruce Municipal Telephone System, Dryden Municipal Telephone System, Keewatin Municipal Telephone System and Kenora Municipal Telephone System [collectively, the Municipal Systems], filed, pursuant to Regulatory Framework for the Independent Telephone Companies in Quebec and Ontario (Except Ontario Northland Transportation Commission, Québec-Téléphone and Télébec ltée), Telecom Decision CRTC 96-6, 7 August 1996, an application for approval of tariff revisions pertaining to the provision of equal access services, an Agreement Specifying Procedures for Providing Services to an Interexchange Carrier (IXC) including various schedules [the Agreement], and a Customer Account Record Exchange (CARE) Subscription Request Processing Service IXC Interface Guide.

1. The Commission notes that this application was initially filed by Thunder Bay Telephone on behalf of the Municipal Systems on 27 August 1997. On 5 December 1997, CAPTS requested that the material filed by Thunder Bay Telephone be treated as having been filed by CAPTS under Tariff Notice (TN) 1.
2. The Commission considers that Schedule 2 of the Agreement and the CARE Subscription Request Processing Service IXC Interface Guide constitute CAPTS's PIC/CARE Customer Access Handbook.
3. The Commission defers disposition of the Agreement and the remaining schedules, which it expects to rule on at a later date.
4. In light of the foregoing, the Commission orders that:
(a) Schedule 2 of the Agreement and the
CARE Subscription Request Processing Service IXC Interface Guide are granted interim approval;
(b) The proposed tariff revisions filed under TN 1 are given interim approval effective 1 January 1998; and
(c) CAPTS issue forthwith revised tariff pages.
