Telecom Order CRTC 97-194
IN THE MATTER OF an application filed by The Island Telephone Company Limited (Island Tel) under Tariff Notice 450 dated 16 December 1996, for approval of tariff revisions to: (1) allow the payment of service charges related to the provision of residence primary exchange service in monthly installments over a period of up to six months, (2) extend the installment plan provisions to business customers with less than 3 lines, (3) provide Toll Restriction service at no monthly charge in the residence market, and (4) provide for the introduction of a $10 service charge to reactivate toll service.
WHEREAS these modifications were filed pursuant to Local Service Pricing Options, Telecom Decision CRTC 96-10, 15 November 1996;
WHEREAS Island Tel proposed that the partial payment provision only be available when the customer is not considered to be a credit risk;
WHEREAS the Commission considers that the company's Terms of Service provide it with adequate protection in this regard;
WHEREAS Island Tel proposed to apply the late payment charge on overdue accounts to the outstanding amounts under a partial payment plan;
WHEREAS the Commission notes that only the interest rate component of the late payment charge provisions is to apply when a customer prearranges with the company to spread the payment of service charges;
WHEREAS the Commission notes that Island Tel proposed to offer customers of Toll Restriction service the option of also blocking collect calls and/or third number calls;
WHEREAS Island Tel proposed a $10 service charge to deactivate blocking of collect calls and/or third number calls; and
WHEREAS the Commission is of the view that the customers of Toll Restriction service should be given the option of blocking collect calls and/or third number calls at no additional charge -
IT IS HEREBY ORDERED THAT:
1. The proposed tariff revisions are approved subject to the following modifications being implemented:
a) Item 361.(2) is to be deleted;
b) Item 361.(3) is to read as follows: "interest charges on partial payment provisions will be as specified in Item 390.2"; and
c) in Item 800.5(a), under the heading OTHER, the company is to show that a single deactivation charge of $10 applies to a customer who opts to deactivate Toll Restriction and/or Collect & Third Number Denial at the same time.
2. Island Tel is to issue revised tariff pages reflecting the modifications in 1 above, within 10 days of the date of this Order.
