Telecom Order CRTC 97-1796

On 8 April 1997, Québec-Téléphone filed for approval an update report which included proposed revisions to its Phase III Manual in accordance with the procedures specified in Regulatory Framework for Québec-Téléphone and Télébec ltée, Telecom Decision CRTC 96-5, 7 August 1996 (Decision 96-5).

1. Québec-Téléphone's update submission included various revisions to its existing revenue, investment and expense studies illustrated with amended Phase III Manual pages.

2. No comments on the proposed updates were submitted by interested parties.

3. On 22 September 1997, Commission staff issued interrogatories to the company in order to clarify Québec-Téléphone's proposals with respect to its Billing and Collection (BSCC 75.641D) and Accounts Collection (BSCC 75.641E) studies.

4. On 1 October 1997, Québec-Téléphone filed its responses.

5. The Commission has reviewed the revisions included in Québec-Téléphone's update report, including the company's responses to interrogatories, and finds them acceptable.

6. In light of the foregoing, the proposed Phase III Manual revisions filed by Québec-Téléphone in its update report are approved.

7. The Commission reminds the company that in accordance with established Phase III Manual update procedures, any amended pages included in a Phase III Manual update report are considered draft pages which are to be filed with the Commission and interested parties after the revisions contained in the update report are approved.

8. Since the amended pages included in this Phase III Manual update report include all revisions approved in this Order to be used in the production of the company's 1996 Phase III results, Québec-Téléphone is not required to refile them with the Commission.

9. Copies of the amended pages to Québec-Téléphone's Phase III Manual are to be served on interested parties within 30 days of the date of this Order.
