On 10 October 1997, BC TEL filed an application for approval of tariff revisions to General Tariff Item 495, reflecting a restructuring of rates for Digital Exchange Access (DEA) service.

1. BC TEL proposed to modify the existing rate structure to include a new rate structure for the Public Switched Telephone Network (PSTN) Termination and the PSTN Connectivity components of DEA service, and the introduction of a charge for the Link component.
2. BC TEL noted that with the implementation of the proposed DEA service rate restructure, the majority of DEA service customers will experience monthly rate decreases that vary depending on their rate group, the length of the contract term and the number of DS-1s they require.
3. BC TEL requested an effective date of 10 November 1997. In the event the Commission was unable to grant final approval by 10 November 1997, BC TEL requested interim approval to allow customers to benefit from the savings offered by the proposed revisions. The Commission notes that no comments were received.
4. The Commission considers that it would not be appropriate to recover the net revenue impact of the restructuring proposed under Tariff Notice 3707 through increases to basic local residential rates to be implemented 1 January 1998 at the start of the Price Cap regime.
5. In light of the foregoing, the Commission orders that the proposed tariff revisions are approved subject to the following:
(a) Should the company wish to proceed with the introduction of the proposed rates prior to the implementation of the Price Cap regime on 1 January 1998, it is to notify the Commission of the effective date within 10 days of this Order.
(b) Should the company elect to defer implementation of the proposed rates past 1 January 1998, a demonstration of compliance with the appropriate Price Cap constraints will be required.
