Northwestel Inc. (Northwestel) filed for approval Phase III Manual Update reports (the Update reports) on 9 April and 14 July 1997 for use in the production of its 1996 Phase III results.

1. The Update reports were filed, with explanations, in accordance with Order and Guidelines for the Filing of Phase III Manuals by Northwestel Inc. and Terra Nova Telecommunications Inc., Telecom Order CRTC 87-782, 29 December 1987 and Northwestel Inc. - Phase III Manual: Compliance with CRTC Telecom Public Notice 1987-74 and Telecom Order CRTC 87-782, Telecom Decision CRTC 90-14, 10 July 1990.

2. No comments were received.

3. The Commission notes that the proposed methodology changes were due to an undertaking by Northwestel to perform an external review of its Phase III methodologies and processes, including where applicable, a comparison of methodologies to those of other telephone companies.

4. In the Commission's view, the proposed methodology changes to Northwestel's Phase III Manual are consistent with recent tariff filings, other CRTC directives and, in many cases, reflect a greater degree of discreteness.

5. In light of the foregoing, the Update reports filed by Northwestel are approved.
|
6. The amended pages to Northwestel's Phase III Manual, including all updates approved in this Order that are relevant to the production of the 1996 Phase III results, are to be filed with the Commission within 30 days of the date of this Order.

7. Copies of the amended pages to Northwestel's Phase III Manual are to be served on interested parties by the same date.
