Telecom Order

Ottawa, 25 August 1997
Telecom Order CRTC 97-1162
On 17 July 1997, BC TEL filed an application for approval of tariff revisions upgrouping the Bridge Lake exchange from Rate Group 6C to Rate Group 7C.
File No: Tariff Notice 3658
1. Telephone exchanges in BC TEL's service territory are classified, for rating purposes, into various rate groups according to the total access line count in use in the local calling area of each exchange.
2. This method of establishing rates for local exchange telephone service is based on the principle that the value of service to the user increases with an increase in the number of access lines that can be called without paying long distance charges.
3. This method of establishing rates also ensures that subscribers in exchanges of approximately the same size, according to access line count, pay the same rates and thus enables the company to comply with the terms of subsection 27(2) of the Telecommunications Act (the Act), which prohibits unjust discrimination or undue preference as between groups of subscribers.
4. The total access line count, for rate grouping purposes, of the Bridge Lake exchange has exceeded the upper limits of the rate group classification by more than one percent (1%) for two consecutive months.
5. The company has conformed to the conditions stipulated in Telecom Order CRTC 79-388 dated 19 September 1979, as amended by Telecom Orders CRTC 85-577 dated 20 September 1985, and 94-372 dated 14 April 1994, in respect of telephone exchange rate grouping in the company's service area.
6. Such rate grouping changes are in conformity with subsection 27(2) of the Act.
7. In light of the foregoing, the Commission orders that:
The proposed tariff revisions to become effective on 15 September 1997, are approved.
