Telecom Order CRTC 97-1035
The Commission received a letter dated 14 May 1997 from Wise Advantage Inc. (Wise) enclosing an affidavit dated 13 May 1997 affirming that certain services are used solely to provide local or single-hop services. The affidavit also included a reference to other business line services which are used for administrative purposes. The business lines in question were not identified in the affidavit.

1. By letter dated 25 June 1997, Bell Canada (Bell) noted that in Telecom Order CRTC 97-454, dated 3 April 1997, the Commission approved a contribution exemption for Wise for local or single-hop services subject to the receipt of a revised affidavit reflecting the actual services within 30 days of their installation. In this respect, Bell agreed that the revised affidavit appears to satisfy the Commission's evidentiary requirements in this case, thus completing the record of the proceeding with respect to Wise's original application dated 31 January 1997.
2. However, Bell noted that the original application from Wise did not include a request for an exemption with respect to business lines used for administrative purposes. Bell submitted that the latest affidavit should therefore be treated as a new request for an exemption for these circuits. In this respect, Bell noted that it has reviewed its records and has concluded that the request relates to two business lines. Bell submitted that the number of such circuits appears reasonable. Accordingly, Bell agreed that Wise has satisfied the evidentiary requirements with respect to an exemption for administrative purposes.
3. The Commission agrees with Bell that the original application from Wise did not include a request for an exemption with respect to business lines used for administrative purposes and that the latest affidavit should therefore be treated as a new request for an exemption for these circuits.
4. The Commission is of the view that Wise has met its evidentiary requirements for administrative lines and that the application should be approved effective the date of installation, consistent with Effective Date of Contribution Exemptions, Telecom Public Notice CRTC 95-26, 12 June 1995.
5. Based on the foregoing, the Commission orders that Wise's application for the administrative lines in question is approved effective the date of installation.
