Telecom Order CRTC 97-1027
The Commission received an application from TELUS Communications Inc. (TCI) dated 29 April 1997, for approval of tariff revisions to its Special Assembly Tariff to provide an audio-video channel between Calgary and Edmonton for a customer.

1. The Commission requested additional information from the company.
2. The company indicated that the facility consists of local loop facilities from the customer's location in Calgary to the television operating centre (TOC) in Calgary, and interexchange (IX) facilities from the Calgary TOC to the Edmonton TOC. It also indicated that the rates are calculated using all of the causal costs for the entire facility.
3. The company also submitted that the Videoroute National Services Tariff (NST) is not competitive for the Calgary to Edmonton IX component and in an effort to be considered in the bidding process, it is proposing a customer and route-specific Type 1 special assembly to gain pricing flexibility.
4. The Commission is of the view that the proposed service is a Type 2 bundled arrangement as defined under Telecom Decision CRTC 94-19, and the IX component is to be costed at the tariffed rate and the loop at cost. Using the tariffed rate for the Calgary-Edmonton IX component under the Videoroute NST, the Commission finds that the proposed rate does not meet the pricing requirements for a Type 2 special assembly.
5. In light of the foregoing, TCI Tariff Notice 905 is denied.
