Interconnection and licence amendments
Following Public Notice CRTC 1996-158 dated 19 December 1996, the Commission approves the application for authority to delete the local head end at Daveluyville and to interconnect, via optical fibre, the undertaking serving the above-noted localities to the local head end of the undertaking owned by Vidéotron ltée at Victoriaville.
The Commission notes that the licensee proposes to provide the same services as those of the undertaking serving Cap-de-la-Madeleine, also owned by Vidéotron ltée. In view of the approval granted herein, the Commission authorizes the licensee to distribute, at its option, as part of the basic service, WCAX-TV (CBS), WVNY (ABC) Burlington, Vermont, WCFE-TV (PBS), WPTZ (NBC) Plattsburgh, New York and CFTU-TV (IND) Montréal, as well as the special programming service "Le Canal Événement", received via optical fibre.
The licensee is also authorized to continue to distribute CFTM-TV (TVA), CFCF-TV (CTV) and CBFT (SRC) Montréal, which will now be received via optical fibre.
The licensee is further authorized to distribute, on a discretionary tier, WUTV (FOX) Buffalo, New York, received via optical fibre.
The Commission also approves, by condition of licence, the licensee's request to be relieved from the requirement of section 4 of the Cable Television Regulations, 1986 that it own and operate its local head end.
In cases of interconnection, it has been the Commission's general practice to expect the licensee to reduce monthly fees for the basic service by an amount equivalent to the direct cost savings related to the interconnection.
In this regard, the Commission notes that the licensee has proposed a monthly subscriber fee of $20.05. After analysis of the information provided by the licensee, the Commission is satisfied that no fee reduction is expected as a result of the interconnection approved herein.
This decision is to be appended to the licence.
