TELEGLOBE CANADA - APPLICATION TO IMPLEMENT CHANGES TO ACCOUNTING POLICIES
I BACKGROUND
In Teleglobe - Review of the Regulatory Framework, Telecom Decision CRTC 96-2, 2 February 1996 (Decision 96-2), the Commission determined that it would not be appropriate, at that time, to approve a proposal by Teleglobe Canada Inc. (Teleglobe) to revise its accounting policies and directives and, accordingly, denied the company's request. The Commission stated that it believed that Teleglobe would be in a better position to propose the changes to its accounting policies and directives, which the company considered necessary, once Teleglobe's external auditors had had an opportunity to review Decision 96-2. In Decision 96-2, the Commission also directed Teleglobe to file a copy of its external auditors' opinion once it became available.
On 15 May 1996, Teleglobe filed an application to implement certain changes to the company's accounting policies, including those related to: a) Allowance for funds used during construction; b) Deferred taxes; and c) the Rate stabilization account. The application was accompanied by an opinion from the company's external auditors which concluded that the revisions proposed by Teleglobe would result in the company being in a position to comply with Generally Accepted Accounting Principles under the revised regulatory framework established for the company in Decision 96-2.
The Commission seeks comment regarding the appropriateness of the proposed changes.

3. The Commission has addressed interrogatories to Teleglobe under cover of a separate letter. Responses to these interrogatories are to be filed with the Commission by 16 August 1996.
4. Interested parties may file comments with the Commission, serving copies on Teleglobe, by 30 August 1996.
5. Teleglobe may file a reply to any comments, serving copies on interested parties, by 13 September 1996.
6.
