Licence renewal
Following Public Notice CRTC 1996-144 dated 4 November 1996 and Decision CRTC 96-588 dated 30 August 1996, the Commission renews the licences held by Jenacom Group Inc., for the cable distribution undertakings serving the above-noted localities, from 1 January 1997 to 31 August 2000.
The licence term granted herein, while less than the maximum of seven years permitted by the Broadcasting Act, will enable the Commission to consider the next licence renewals of these undertakings in accordance with the Commission's regional plan and to better distribute the workload within the Commission. This term is not reflective of any Commission concern regarding the licensee's performance.
The operation of these undertakings is regulated pursuant to Parts I, III and IV of the Cable Television Regulations, 1986 and the licences will be subject to the conditions in effect under the current licences, as well as to those conditions specified in this decision and in the licences to be issued.
It is a condition of each licence that for community programming and any other programming of a service that it originates, the licensee adhere to the guidelines on the depiction of violence in television programming set out in the CAB's "Voluntary Code Regarding Violence in Television Programming", as amended from time to time and approved by the Commission.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
In accordance with subsection 22(1) of the Broadcasting Act (the Act), this renewal is subject to the issuance of a Broadcasting Certificate by the Department of Industry.
The Commission draws the licensee's attention to subsection 22(4) of the Act which provides that any broadcasting licence issued, amended or renewed in contravention of section 22 of the Act is of no force or effect.
This decision is to be appended to each licence.
