Licence renewals
Following Public Notice CRTC 1996-13 dated 19 January 1996, the Commission renews the licences held by Le Câble du Haut-Pays inc., for the cable distribution undertakings serving the above-noted localities, from 1 September 1996 to 31 August 2003.
The operation of these undertakings is regulated pursuant to Parts I, III and IV of the Cable Television Regulations, 1986 (the regulations) and the licences will be subject to the conditions in effect under the current licences, as well as to those conditions specified in this decision and in the licences to be issued.
Consistent with decisions CRTC 95-726, 95-727 and 95-728 dated 5 October 1995, the licensee is relieved, by condition of licence of the requirement of paragraph 22(1)(b) of the regulations to distribute the priority regional programming service of CIVB-TV (SRTQ) Rimouski. The licensee will distribute instead CIVM-TV (SRTQ) Montréal, received via satellite, on the basic band of each undertaking.
Consistent with the same decisions, it is a condition of each licence that the licensee be relieved of the requirement that it distribute at least four television programming services as provided for in section 23 of the regulations, so long as it distributes only those English-language television services which are currently offered.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
The Commission acknowledges the intervention submitted by Télé Inter-Rives limitée, licensee of CIMT-TV Rivière-du-Loup, requesting that the licensee no longer be relieved, in the case of the Squatec undertaking, of the requirement to delete the duplicate programming of CFTM-TV (TVA) Montréal or to substitute CIMT-TV (TVA) Rivière-du-Loup, when the programming is identical. The Commission notes the licensee's reply wherein it indicates that it no longer distributes CFTM-TV. The relief in question is therefore no longer applicable.
The Commission also notes that, in response to the intervention by TVOntario opposing the proposed distribution of its educational television service by the Squatec undertaking, the licensee indicated that it does not distribute this service.
This decision is to be appended to each licence.
