Licence renewal
Following Public Notice CRTC 1996-13 dated 19 January 1996, the Commission renews the licence held by Télé-Câble Charlevoix (1977) inc., for the cable distribution undertaking serving Saint-Siméon, from 1 September 1996 to 31 August 2003.
The operation of this undertaking is regulated pursuant to Parts I, III and IV of the Cable Television Regulations, 1986 (the regulations) and the licence will be subject to the conditions in effect under the current licence, as well as to those conditions specified in this decision and in the licence to be issued.
The Commission approves, by condition of licence, the licensee's request to distribute a special regional programming service comprised of overflow programming or repeats of programs distributed on the local community channel of the following undertakings: Câblodistribution de la Côte du Sud inc., La Pocatière; Le Câble de Rivière-du-Loup ltée, Rivière-du-Loup; Télédistribution Cablouis inc., Cabano; and Télé-Câble Charlevoix (1977) inc., La Malbaie. This approval is subject to the condition that the programs distributed on this special regional programming channel not include any advertising other than the sponsorship messages already included in the programming of the community channel of each of the above-noted undertakings.
In addition to the services required or authorized to be distributed pursuant to the applicable sections of the regulations, the licensee is authorized to continue to distribute, at its option, the programming services of CFCF-TV (CTV) and CFTU-TV (IND) Montréal, as well as WCFE-TV (PBS) and WPTZ (NBC) Plattsburgh, New York and WCAX-TV (CBS) and WVNY (ABC) Burlington, Vermont, received via microwave, as part of the basic service.
Consistent with Decision CRTC 94-318 dated 10 June 1994, the licensee is relieved, by condition of licence, from the requirement of paragraph 22(1)(a) of the regulations that it distribute the priority local service of CIVB-TV-1 (SRTQ) Grand-Fonds in view of the poor reception quality of the signal. The licensee will distribute instead CIVM-TV (SRTQ) Montréal, received via satellite.
Further, consistent with Decision CRTC 94-318, it is a condition of licence that the licensee be relieved of the requirement that it distribute at least four television programming services as provided for in section 23 of the regulations, so long as it distributes only those U.S. television services listed in the current application or as may be authorized by the Commission.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Imple-mentation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
This decision is to be appended to the licence.
