Licence renewal
Following a Public Hearing in Montréal beginning on 11 October 1994, the Commission renews the Class 2 (fewer than 2,000 subscribers) licence held by Vidéotron Ltée, for the cable distribution undertaking serving Princeville, from 1 September 1995 to 31 August 2001, subject to the conditions in effect under the current licence, as well as to those conditions specified in this decision and in the licence to be issued.
Although the licence term granted herein is less than the maximum of seven years permitted by the Broadcasting Act, this is for the purpose of enabling the Commission to consider the next licence renewal of this undertaking in accordance with the Commission's regional plan and to better distribute the workload within the Commission. This term is not reflective of any Commission concern regarding the licensee's performance.
As a consequence of amendments to the Cable Television Regulations, 1986 (the regulations) announced in Public Notice CRTC 1994-7 dated 3 February 1994, the operation of this Class 2 cable distribution undertaking with fewer than 2,000 subscribers is now regulated pursuant to Parts I and III of the regulations, with the exception of the requirements stipulated in section 23.2
Consistent with Decision CRTC 92-590 dated 19 August 1992, the licensee is authorized, by condition of licence, to continue to distribute, at its option, CFCF-TV (CTV), CFTM-TV (TVA) and CBMT (CBC) Montréal, received via microwave, as part of the basic service.
Also consistent with Decision CRTC 94-570 dated 10 August 1994, the licensee is authorized to continue to distribute the distant programming services of CFTU-TV (IND) Montréal, CFKS-TV (TQS) Sherbrooke, as well as WCAX-TV (CBS) and WVNY (ABC) Burlington, Vermont, WCFE-TV (PBS) and WPTZ-TV (NBC) Plattsburgh, New York, received via satellite from the CANCOM network.
The licensee is also authorized to continue to distribute three special programming channels namely "Le Canal Vidéoway", "Le Canal Événement" and "Arts et Spectacles".
The Commission notes that the licensee distributes community programming produced by the Télé-Communautaire des Bois-Franc.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. It encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
