New television programming undertakings
Following a Public Hearing in Winnipeg beginning on 5 June 1995, the Commission approves the applications for broadcasting licences to carry on an English-language television programming undertakings at Ashmont, Red Deer and Whitecourt, using currently approved facilities, to broadcast programming produced in Edmonton and split-fed to these communities as well as programming originating from CFRN-TV Edmonton.
As part of its application, the licensee proposes to add most of the existing CFRN-TV transmitters to these programming undertakings. The Commission will therefore issue three licences as follows:
- for the television programming undertaking consisting of CFRN-TV-4 Ashmont, CFRN-TV-5 Lac La Biche and CFRN-TV-12 Athabasca;
- for the television programming undertaking consisting of CFRN-TV-6 Red Deer and CFRN-
TV-10 Rocky Mountain House; and
- for the television programming undertaking consisting of CFRN-TV-3 Whitecourt, CFRN-TV-1 Grande Prairie, CFRN-TV-2 Peace River, CFRN-TV-8 Grouard Mission, CFRN-TV-9 Slave Lake and CFRN-TV-11 Jasper.
The licences will expire 31 August 2002 and will be subject to the conditions specified in the appendix to this decision and in the licences to be issued.
In Decision CRTC 95-640 of today's date, the Commission has amended the CFRN-TV's licence accordingly.
The Commission notes that there will be no change to the current programming arrangements including distinct regional newscasts originating from Edmonton which shall be broadcast daily to Ashmont, Red Deer and Whitecourt. This programming is comprised of one hour per week of daily first play separate portions of CFRN-TV's newscasts at 6:00 p.m.
With regard to advertising during split-feed portions of the programming of each undertaking and consistent with its policy linking the authority to solicit local advertising with the provision of exclusive local programming, the Commission authorizes the licensee, by condition of licence, to substitute separate commercial messages for those broadcast by CFRN-TV Edmonton up to a maximum of 6.5% of the commercial availabilities on each undertaking for each hour of original station-produced programming broadcast exclusively on the undertaking each week.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the applicant to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.

Conditions of licence for CFRN-TV-4 Ashmont, CFRN-TV-6 Red Deer and CFRN-TV-3 Whitecourt
1. The applicant shall adhere to the guidelines on gender portrayal set out in the Canadian Association of Broadcasters' (CAB) "Sex-Role Portrayal Code for Television and Radio Programming", as amended from time to time and accepted by the Commission. The application of the foregoing condition of licence will be suspended as long as the licensee remains a member in good standing of the Canadian Broadcast Standards Council (CBSC).
2. The applicant shall adhere to the guidelines on the depiction of violence in television programming set out in the CAB's "Voluntary Code Regarding Violence in Television Programming", as amended from time to time and accepted by the Commission. The application of the foregoing condition of licence will be suspended as long as the licensee remains a member in good standing of the CBSC.
3. The applicant shall adhere to the provisions of the CAB's "Broadcast Code for Advertising to Children", as amended from time to time and accepted by the Commission.
4. The licensee may substitute separate commercial messages for those broadcast by CFRN-TV Edmonton up to a maximum of 6.5% of the commercial availabilities on each undertaking for each hour of original station-produced programming broadcast exclusively on the undertaking each week.
